Questions regarding pipe silencers

We are a heating provider, and the noise generated by the steam at the plant’s heat exchange station is too loud. It’s already disturbing the neighbors, so now a silencer needs to be installed. It is installed between the main steam valve and the heat exchanger. However, this installation has been tried before with very poor results; it’s not clear whether the silencer is inadequate or the installation location is wrong. I would be grateful if anyone with experience could share their insights. By the way, if a silencer is needed, which brand offers better quality? Recommendations would also be appreciated if possible
It’s extremely loud; the sound is even sharper than that of a whistle. It seems that the sound insulation material in the bag isn’t very effective; it appears to be a problem with the valve opening or the inlet of the heat exchanger. But your method is not bad either; you can give it a try
