The shell side of the heat exchanger is the low-pressure side; assuming that the shell side contains circulating cooling water or low-pressure steam, is it necessary to install a safety valve there?
It can be included or not, depending on the process system.
According to HG20570 – Safety Valves, a safety valve must be installed when the pressure difference between the tube side and the shell side reaches a certain multiple; please check this carefully
For shell and tube heat exchangers in which the design pressure on one side is higher (greater than 130%) than that on the other side, the design pressure on the low-pressure side should be 10/13 of the design pressure on the high-pressure side (according to the latest API standards), thereby eliminating the need to install relief devices on the low-pressure side in case of tube failure. Otherwise, a relief device needs to be installed on the low-pressure side

Regarding steam, it depends on the actual situation; with the appropriate supply pressure, overpressure will not occur (for example, if the design pressure of the heat exchanger is 1.0 MPa while your supply pressure is only 0.8 MPa), in which case there is no need to install a safety valve; Circulating water usually requires a safety valve or an expansion valve, due to some possible misoperations.
By design, safety valves are generally not installed on any single heat exchanger.
