How to determine which interlocks should be installed in the SIS or ESD, and which can be handled by the DCS

The SIS interlock protection system and the ESD safe shutdown system have long been defined as a single entity in the specifications. It’s just that people can’t change their *habits so easily.
The purpose is to use SIS for safety protection or emergency control, while DCS is used for the control of normal operational parameters. The two systems must be independent from each other; generally, the reliability of SIS signals is higher than that of DCS signals
Those with a SIL level of 1 or higher should be placed in an SIS, while the rest can be placed in a DCS

That’s exactly what I’m wondering. Because when using the SIL rating, the lowest value is 1, all chains should be placed in SIS. There is no level 0 in the SIL hierarchy
