Gases can easily create negative pressure; can liquids do the same? Please give me some advice!

This question is a bit unexpected; what problem is it meant to solve?
This question is a bit vague! Does it refer to gases and liquids as substances that create negative pressure? Or does it refer to the ease with which the pressure of the gas or liquid itself changes? If it is the former, as a negative-pressure working fluid, liquids can easily create negative pressure! If it is the latter, the liquid has a smaller distance between its molecules, resulting in less negative pressure elasticity; therefore, it is easier to develop negative pressure compared to gases!
