It mainly depends here on the temperature of the circulating cooling water, which in turn is determined by the local temperature and relative humidity. The other option is what you mentioned, namely “engineered for economic efficiency”; in theory, it’s possible to cool it down to a temperature close to that of the cooling water. But that’s no longer what constitutes “engineered for economic efficiency”. Therefore, considering a temperature 4 to 5 degrees higher than that of the cooling water is feasible.
