It is a 30m-long carbonization furnace, with flue gas at around 300 degrees at the rear end. There is a 2m3 jacket installed there, which generates steam; if the operating pressure can be adjusted, it can be reduced to below 0.1MPa. Can it be determined that this jacket constitutes a pressure vessel? Isn’t it necessary to conduct a airtightness test or use welding methods to determine whether it is a pressure vessel?

The design and manufacture of pressure vessels require qualifications as well as registration.
In accordance with the provisions of the Law of the People’s Republic of China on the Safety of Special Equipment and the Regulations on the Supervision of the Safety of Special Equipment, the General Administration for Quality Supervision, Inspection and Quarantine has revised the Catalogue of Special Equipment, which is now promulgated and put into effect with the approval of the State Council. At the same time, the \"Notice on Publication\" (Guo Jian Zhi Guo [2004] No. 31) and the \"Notice on Adding Items to the Catalogue of Special Equipment\" (Guo Jian Zhi Te [2010] No. 22) are repealed. The “Catalogue of Special Equipment” is interpreted by the General Administration of Quality Supervision, Inspection and Quarantine. Its scope includes gases and liquefied gases with a maximum operating pressure of 0.1 MPa (gauge) or more, as well as liquids with a maximum operating temperature equal to or higher than their standard boiling point; fixed and mobile containers with a volume of 30 L or more and an inner diameter of 150 mm or more (for non-circular cross-sections, this refers to the largest geometric dimension of the cross-sectional boundaries); gas cylinders that contain gases, liquefied gases, or liquids with a standard boiling point of 60°C or lower, and whose nominal operating pressure is 0.2 MPa (gauge) or more, with a pressure-volume product of 1.0 MPa·L or more; and oxygen chambers.
It no longer matters whether this container is actually a pressure vessel; it’s sufficient to know that it should not be used as one. Because pressure vessels require qualified design, and their manufacture must be reported to the authorities; there are blueprints and certificates required. Simple pressure vessels may be simpler, but they still require certificates
The definition of a pressure vessel must meet three conditions: first, the design pressure must be at least 0.1 MPag; second, the volume must be greater than 30 L; third, the effective internal diameter must be at least 150 mm. By definition, jackets do not fall under the criteria for pressure vessel dimensions; rather, it is the properties of the medium inside the material side, along with the design pressure and design temperature, that determine whether they are considered pressure vessels or pipes, rather than based on the properties of the jacket medium.

Thank you; that’s quite practical. Since companies are conducting inspections now, such containers can only be treated as normal-pressure vessels, and the actual operating pressure must not exceed 0.1 MPa.
So for containers welded privately, the quality doesn’t need to be too high; it’s also not necessary to use welders who specialize in boiler work. If the welding is too good, the container becomes a pressure vessel, while if the welding is poor, its resistance to pressure is insufficient and it will burst under higher pressure. In this case, it’s actually safer. :'(
