How to choose an ear-type support: should it be installed on the floor slab or on the steel beam?

As the title suggests, I noticed on the layout diagram of a single piece of equipment some containers and devices that pass through the floor slabs. Some of these have their ear-type supports installed directly on the floor slabs that contain embedded steel plates, while in other cases large holes are made in the floor slabs to accommodate steel beams. Why is this? Is there any standard for this?
