As the title suggests, a classmate named Hai Gui is returning to start a business. If not in a chemical industrial park, he plans to rent two rooms in order to set up a small pilot-scale production facility for manufacturing fine chemical products. I’m wondering what the procedures are involved in this process – is it necessary to have designs prepared by an engineering firm, or is any other approval required? New projects must undergo environmental and safety assessments, obtain permission for trial production, and after passing the trial production inspection, a production license will be issued. A company needs to register a legal representative and obtain a business license. If it involves mixing several types of water together to produce cosmetics, and the risks involved are not significant, then it might be possible to obtain a license, or maybe no license at all is needed

It’s quite troublesome; there’s always the risk that things might go wrong and force me to give up. Going through all the formalities is really tedious, and it’s a difficult situation
Don’t think about going through the formal procedures; once you find out what’s needed, just complete those procedures. If you try to follow the official process, there’s an 80% chance it will fail. By the way, where is the factory?
