API521 Specifications for Fire-Resistant Insulating Materials

API521 specifies that fireproof insulation must be able to withstand a temperature of 900 degrees for 2 hours during a fire without coming loose. I checked, and the maximum operating temperature for most insulation materials is below 900 degrees. So how can the requirements of API521 be met?
