Can the device only have a safety valve port?

The existing equipment has only a safety valve port, no vent port, and the medium used in the equipment is natural gas. Considering uses such as purging and pressure relief, can a bypass valve be installed on the pipeline before the safety valve? As shown in the figure.
Do you have any better way if you don’t do this? Should it be discarded, or should holes be made in the equipment to make modifications and have it inspected by the authorities?
What is the ball valve next to it? If a bypass valve is used, a root valve should be installed at the bottom of the safety valve
According to the current design, the safety valve requires front and rear shut-off valves as well as a lead seal for opening; using auxiliary line valves in this way is no problem, and the entire process is feasible
