Is there a standard for appropriately increasing the setting pressure of safety valves?

For a vessel with a design pressure of 10 MPa and an operating pressure of 1.2 MPa, should the setting pressure of the safety valve be chosen as 1.32 according to the standards, or can it be increased to 1.6–2.0 MPa? This is because there will be certain fluctuations; if 1.1 times the standard value is used, the safety valve may trigger frequently. Is such an increase in setting pressure in line with relevant regulatory standards?

It is such that the protected equipment has been upgraded to be designed for high pressure of 10 MPa in order to prevent failures in valves and similar components; the normal operating pressure for a single process is only 1.0 MPa. Does the pressure setting for the safety valve also need to be 1.1 times the normal operating pressure?
To prevent valve failures and increase the design pressure, I don’t understand how this can be achieved; moreover, this increases the value by an order of magnitude. The set pressure of the safety valve should not exceed the design pressure; there is no requirement for it to be 1.1 times that value.
