When the outlet pressure is half of the upstream pressure, does the venting speed reach the speed of sound?

The design manual states that when the outlet pressure is half of the upstream pressure, the velocity in this case reaches roughly the speed of sound and no longer increases. What is the principle behind this? Is normal venting through vent lines also considered venting at the speed of sound?
It seems to be only a few tenths of the speed of sound; it’s difficult to reach the speed of sound
