Manufacturers for opening holes under pressure

Dear experts: Please help recommend manufacturers that can perform hole opening under pressure; those with the qualifications for such work as well as for sealing leaks in pressure pipelines are preferred. Thank you!
I’ve never heard of anyone having the qualifications for plugging leaks under pressure or making openings in such pipes. Generally, the valve and the bypass element are welded together first, then the valve is opened to allow cutting inside it; after the opening is made, the valve is closed again. This method is suitable for pipes carrying harmless media such as water and air
There should be manufacturers that provide openings with pressure or reduced pressure.
There are manufacturers that sell online hole-opening machines; one first needs to weld in short circuits and install valves. I used gas pipelines with a pressure of 0.8 MPa at my previous workplace, and they worked very well, but the company stopped using them for safety reasons. The water system is okay, but it’s recommended not to use it for now.

Tianjin Jiangdayangsheng Company – our company recently ordered products from them; they are made of 316L material with a wall thickness of 14 mm. The results are good, and the services include making holes under pressure along with sealing them
I would like to ask: does the location of the hole to be made under pressure have to be vertical? Can it be operated at a 45° angle to horizontal pipelines?
Theoretically, there’s no problem; it mainly depends on the pipes. When we make the cut, it’s at an angle, but the slope isn’t very steep. The devices with additional openings are also quite long; if placed at an angle, it’s worth considering whether they can fit in
