Welding of the pressure vessel jacket and sealing ring... as shown in the figure

Recently, I am working on a 4m3 extraction tank with a jacket pressure of 0.35 MPa; the inner cylinder operates at atmospheric pressure. Both the inner cylinder and the jacket are made of S30408 material. The jacket is welded to the cylinder in a sealed configuration. ..Why is it required to meet PT-I grade standards in the blueprint? This equipment doesn’t have a mixer, nor is it made of different types of steel. Could those who know more please explain the reason and indicate which standard requires this (I checked GB150 and didn’t find such a requirement there)!
The fact that the jacket is subject to penetrant testing has little to do with whether the equipment is equipped with a stirrer or not. According to clause 10.6.3 of GBT150.4-2011, magnetic particle testing and penetrant testing are required, with the acceptance level being no lower than grade I
