Condensate tank Steam

Hello everyone, this is the PID for a reboiler heated by steam (unrelated content has been removed to keep it neat). What is the purpose of the wire surrounded by a cloud symbol in the diagram?
It appears to be a balance line; after heating, some of the vaporized gas goes to the heat exchanger on the left, and after liquefaction, it returns to the reboiler.
The valve is normally closed and opens in case of failure； Open the valve to balance pressure when a problem occurs
This is a reboiler using steam as the heat source; saturated steam releases heat and then condenses into condensed water. I’m sorry, I don’t understand what you mean
I think without this wire, wouldn’t the condensate in the reboiler flow into the tank more smoothly?

In my understanding, the purpose of this line is to maintain the pressure inside the tank, so that the condensate can flow smoothly through the condensate piping network
Well, that’s how I understand it too; after heat exchange with saturated steam, it becomes condensate water. But won’t setting this line in place prevent the condensate in the reboiler from flowing into the tank? Although there is a height difference, it’s not known what the actual operating conditions are like.
