The process package and catalysts are provided to the owner, while the engineering design is carried out by a design institute. To what extent should the detail of the process package be? Should we go to the level of detailed design? Will the owner just add a frame at the end to finish it?
Process package design and engineering design are different design phases. The specific divisions of labor are different. Engineering design is based on the process package and transformed into construction drawings.

If the design institute has no requirements, the upper approach is the correct one; if it does have requirements, those requirements should be followed
Converting the process package into construction drawings requires a design institute to carry out. A group that follows the guidelines mentioned above, unless the design institute has special requirements.
Except for a few large design institutes, most process package providers in China are unable to meet the stringent requirements set out in the \"Specifications for Process Design Packages (Comprehensive Technical Process Packages) for Petrochemical Plants\" SHSG-052-2003.
The process package that meets the depth requirements is still a long way off from being able to satisfy the detailed design specified in the construction drawings.
Please refer to the Standard for Preparation of Design Documents for Petrochemical Plants, GB/T50933-2013, which specifies the requirements regarding the depth of the process package.
The deeper you can go with the work, the higher the price you can negotiate; conversely, the lower it will be. The typical capabilities of a design firm are to review the heat exchangers, prepare the piping layout drawings, create the structural and civil engineering drawings, as well as the control system drawings (you need to provide the control logic details). Firms with stronger capabilities can also assist with the selection of instrumentation
