The float inside isn’t moving, right? It’s mainly a problem with the float; if possible, take it apart to check. One possibility is that it’s stuck – try using a magnet to move it up and down to see. I’ve encountered situations where crystals got stuck as well

It’s also possible that the specific gravity of the float chosen is too high!
