After the installation is put into operation, blind plates need to be installed on the drainage and vent lines with a diameter of DN20 and DN25 for equipment and valve assemblies. As for whether it is necessary to attach label plates to these blind plates or to issue work orders for installing or removing them, I feel it isn’t necessary given the large volume involved; however, there is no standard to guide this decision, so I’m open to any suggestions from others

It’s not necessary, I guess. You can consult your safety and environmental department. After all, you’re paid by the day, so you need to follow the requirements; otherwise it will be considered illegal operation if something goes wrong
The management of blind plates is to be handled by a technical specialist from the production unit, known as the “Blind Plate Commander”! Therefore, all actions related to the installation and removal of blind plates must be accompanied by a work order signed by this specialist, to be filed as evidence prior to the next operation. Remember, be sure to follow the regulations strictly – no carelessness allowed!
