The function of the four-stage outlet differential pressure valve for the propylene unit in the SW process

Seeking help: I’ve encountered a problem while studying the *ethylene process recently. In one of SW’s latest process packages, there are two differential pressure valves in the pipeline between the fourth-stage outlet of the propylene refrigeration compressor and the fourth-stage outlet cooler. In other projects designed by SW in the past, there were no valves other than electric valves in that pipeline, from the fourth-stage outlet of the propylene refrigeration compressor to the heat exchanger. May I ask, under what operating conditions were these two differential pressure valves designed for use here?
It has become clear that before reaching the heat exchanger, there is a flow going to another unit where there is a user; this differential pressure valve is used for adjustment in order to prevent fluctuations caused by that other user
