Are emergency ponds considered for the supporting hazardous chemical facilities involved in industry and trade?

These days, many industrial and trade enterprises have facilities related to the storage of hazardous chemicals or their production. However, the initial planning for these enterprises did not include emergency ponds; rainwater and wastewater resulting from accidents are discharged into the municipal sewage system. But with the addition of further facilities for handling hazardous chemicals, should emergency ponds be considered? Or should fire-fighting water and related wastewater still be discharged directly into the municipal sewage system? It feels wrong
