Same question. A few years ago, we undertook a project; the process package was from the United States. The subsidiary in China only had Class B qualifications in the chemical industry, so the detailed design was carried out by a company with Class A qualifications.

A process package does not require any special qualifications; it can be developed by design institutes, research institutions, universities, organizations, firms, or individuals. Internationally, there are conventional requirements regarding the depth of the process package, including: instructions, process flow diagrams (PFD), preliminary piping and instrumentation diagrams (P&ID), recommended equipment layout diagrams, a list of process equipment, data sheets for process equipment (with simplified diagrams of the equipment), summaries of catalysts and chemicals, lists of sampling points, the “three manuals” (safety manual including occupational health, safety, and environmental protection, operation manual including analysis procedures, and physical property data manual), material manuals (when necessary), as well as relevant calculation documents. The process package does not require any qualifications, while basic design (preliminary design) and detailed design (construction drawing design) require design qualifications appropriate to the scale of the project.

The Ministry of Housing and Urban-Rural Development has **requirements** regarding the engineering design of construction projects, but no explicit requirements are set for process packages.

I believe that the relevant standards that can be referred to include GBT 50933-2013 \"Standards for the Preparation of Design Documents for Petrochemical Plants (with Explanations of the Provisions)\", SHSG-052-2003 \"Requirements for the Process Design Packages for Petrochemical Plants (Comprehensive Technical and Process Packages)\", and SHSG-046-2005 \"Provisions for the Signing of Engineering Design Documents\". 1) The national standards specify that the process design package shall provide a reliable technical foundation for the foundation engineering design, and shall meet the requirements for carrying out such design as well as for guiding the owner in preparing detailed operation manuals ； Foundation engineering design should address specific technical solutions and the issues arising from engineering implementation ； The detailed engineering design shall, in accordance with the established technical solutions and principles, prepare all the drawings required for the construction of the project, and determine the requirements regarding construction, installation, inspection, and acceptance standards. 2) The document signing regulations also define that “engineering design documents include basic engineering design documents and detailed engineering design documents.” In summary, the process package design falls outside the scope of engineering design, and there are no specific provisions regarding the signing of process package documents. However, as input parameters for the basic engineering design, the process package is responsible for the reliability, completeness, and accuracy of the related process technologies; even in the absence of a mandatory signing requirement, this responsibility does not cease to exist.
