What type of throttling device is this?

This is not a venturi tube； It should be an integrated orifice flow meter – the meter itself comes with a straight pipe section, so there is no need to consider the issue of straight pipe sections during piping. The type of flow meter used in our company is called a “CALIBRATED ORIFICE ASSEMBLY”.
It should be a multi-stage throttle orifice plate; check the PID, and also look at the technical specifications.
Multi-stage flow-limiting orifice plates are generally used for high-pressure pressure relief purposes
