First of all, you should make sure that the filled cylinder originally contains nitrogen with a gauge pressure of 0. Secondly, calculate it according to PV=nRT. The n value changes every time it is filled. Calculate again until the inflation pressure is insufficient.

The nitrogen of this specification can be up to 6 standard cubic gases. It can actually be used to inflate the tank between 5-6 standard cubic meters. The details are more important. Consider the effective space in the tank that needs to be inflated. Does inflation start from normal pressure 0, or from negative pressure -0.1Mpa? 0.025 is 0.25 atmospheric pressure, 0.25 * 2.8=0.7 cubic, if you start from a vacuum it is 1.25 * 2.8=3.5 cubic
PV=nRT, P refers to absolute pressure. You should clarify whether 0.025Mpa is gauge pressure or absolute pressure? Judging from your description, it should be gauge pressure.
Gasifier or nitrogen protection? I don’t know how you operate it. Is the tank to be inflated filled with air or nitrogen? Is the replacement operation done after vacuuming or directly inflating the tank?
