Feasibility discussion on operating the device at 10%-20% load for extended periods

Regardless of economic factors, is it feasible for the unit to operate at 10%-20% load for extended periods of time? Can safety requirements regarding the equipment and processes be met?
It should be possible; I’m not sure about the manufacturing process
Machinery cannot operate at low load for long periods of time, as this leads to vibration and increased temperatures, and the seals may leak
