Are there non-return valves on the inlet and outlet of the combined fuel tank?

A 20,000-cubic-meter oil storage tank and a 1,000-cubic-meter oil storage tank have their inlets and outlets connected in parallel; the first gate valve in each of the two tanks is set to the open position. When the 20,000-cubic-meter tank is discharging oil, the 1,000-cubic-meter tank is protected by only one gate valve. I’m wondering that if this gate valve leaks, will the oil from the 20,000-cubic-meter tank flow into the 1,000-cubic-meter tank and cause an oil spill? Are there any regulations regarding this? Is it necessary to install a check valve in front of the small tank? Thank you.
Check valves cannot solve this problem; a 1000-cubic-meter tank needs protection, and options such as high-level detection or a pump-shutoff interlock to close the outlet valve can be considered.
I agree with the comment above: the sealing performance of check valves is far less reliable than that of gate valves. A shut-off valve should be installed for import purposes, so that it can be used to cut off the flow in case of high liquid levels
A check valve can only provide some protection for the pump; it cannot be used as a seal
