What is the function of the pipe between the inlet pipe and the outlet pipe? Why is this pipe needed? T1107 is a heat exchanger; I’m not sure what the purpose of this pipe installed between the cooling inlet water and the cooling return water is Is it necessary to add it? Newbie seeking advice

The only purpose of this line is to open this valve when the cooler is shut down, thereby maintaining flow in the pipeline and providing anti-freezing protection. The temperature can be adjusted by controlling the amount of water entering the cooler through the main inlet valve; using this valve for adjustment is a waste.
It is not possible to determine the diameter of the bypass pipe from this diagram. If it is 50, just like the main pipeline, then this valve should be a long-stroke valve designed for preventing freezing in winter. It is likely that the circulation water pipes in your cooler are quite long, which is why a separate anti-freezing valve is needed

In the north, when it’s cold and the heat exchanger is not in use, this wire is used to keep the water flowing continuously so as to prevent it from freezing; in the south, such a wire is generally not necessary
This auxiliary line is essential. It’s not just for freezing protection. Circulating water needs to be circulated during short-term shutdowns or equipment maintenance.
In areas in the south where the temperature remains above zero all year round, there’s no need for this, right? Even if the equipment is to be shut down temporarily, it’s sufficient to close the inlet and outlet valves of the circulating water. Moreover, if the entire system is shut down, then the circulating water will stop flowing anyway. Even during normal operation, if just one or two water coolers are to be turned off, closing the inlet and outlet valves of those coolers and stopping the circulation of water in them will have no adverse effect on the equipment or the circulating water system
