Can equipment for filling gases such as oxygen, nitrogen, and argon be placed outdoors?

Can the cylinders used for filling gases such as oxygen, nitrogen, and argon (including manifolds, vaporizers, etc.) be placed outdoors (with an umbrella-like shelter), or must they be kept inside a factory building? Is it necessary to have an explosion-proof wall on one side of the filling facility?
I’ve never seen a carburetor indoors； I’ve never seen a busbar used outdoors; how is it charged in the rain?
How can it work to start filling it up just by putting up a rain shelter? Don’t the local safety authorities inspect you? Filling stations all have design specifications, and yours does not meet those requirements at all
Of course, it is designed in accordance with the standards, but the standards do not specify whether it must be indoors or outdoors.
