Back pressure valve installed in series

Two backpressure valves are installed in series at the outlet of a standard electric diaphragm metering pump. Is this really necessary? A back pressure valve will do, won’t it? Also, if it is designed this way, then how should the back pressure valve be adjusted? For example, I need to adjust the pressure in front of the outlet backpressure valve to eight kilograms.
