What does this official seal on this PID diagram mean?

I am the manager of the workshop. A new workshop that is about to be completed will be under my responsibility for management. In the initial stages of construction, the design and construction work were handled by the engineering department; they were the ones who carried out those tasks. Now that we are in the later stages, it’s time to hand over the workshop to our production department for management. There must be some procedures for this handover, as our production department isn’t familiar with everything that was done earlier. At the very least, the drawing documents should be handed over to us, such as PID diagrams, equipment layout diagrams, and so on. But when I asked their engineering department for the drawings, they said that electronic versions couldn’t be sent to prevent the leakage of confidential information, so they only provided paper copies of the PID diagrams. And on this paper version of the PID diagram, they also stamped the “Project Under Control” seal. What does that mean? Is this some kind of pretense? The entire set of PID diagrams also has a seal applied across them – what does that mean?
Each company has its own information management system, including confidentiality policies or regulations. The construction, commissioning, and trial production of engineering projects are different stages in project development, and they form an integrated process. For employee training during the production preparation phase, technical documents such as process flow diagrams, equipment layout plans, and equipment lists are certainly required, and the engineering management department should provide them without condition. It is understandable for the documents to bear controlled stamps and seal stamps; it may be part of the regulatory requirements. If coordination with the engineering department is not smooth, it may be due to insufficient permissions or rank; you can seek coordination with your supervisor.

Drawings are one of the main training materials for production teams; it’s a sign of insufficient awareness on the part of your engineering department
