Which facilities require static grounding

It was found at the site that some facilities had different grounding arrangements: 1. Most motor control panels were grounded, but some, such as switches mounted on cable brackets, were not grounded. 2. Some small devices within certain complete units, such as heat exchangers and tanks, have their own grounding, and the frame also has grounding; however, in some other complete units, the devices do not have grounding, with only the overall frame being grounded. 3. Some pump bodies are grounded, but some are not. 4. The lighting junction box is grounded, but the instrument junction box is not. 5. Some large filters are grounded, while smaller ones are not. I checked the \"Code for Design of Static Grounding in Petrochemical Industries\" but found no specific requirements regarding this topic. Could some expert explain whether the lack of grounding here violates any other regulations?
