At present, our chemical industrial park is constructing standard factories (Class A), which are primarily intended for use by the fine chemical industry, such as in the production of pharmaceutical intermediates. These factories operate on a leasing basis, and the \"Fire Protection Design Standards for Petrochemical Enterprises\" are applied; the required distance between factories is 30 meters. However, the Ministry of Emergency Management has stated that since each factory belongs to an enterprise, the distance requirements between enterprises do not apply, and instead each factory should be considered as an individual entity, with a required distance of 50 meters! The institutions working with us, such as Sinopharm Wuhan Institute, Hualu, and Tianchen, all recommend designing it at a scale of 30 meters. This issue is prominent in safety assessments; it’s relatively okay for new facilities, but the situation is even worse for those that already exist. There was a case not long ago: different units within one factory complex had been turned into separate companies due to differing ownership structures. When inspections were conducted, those facilities were found to not meet the requirements – a distance of 50 meters was required. With no other option, the company’s ownership structure was changed so that there was only one legal entity; although it remained two companies, they shared the same legal representative, and this allowed them to pass the inspection with a distance of 30 meters between the facilities.
Everyone is also welcome to offer suggestions on how to solve this issue; without a solution, renovation, technical upgrades, or structural changes will all pose problems

The production processes for products derived from each monomer vary, which in turn results in different requirements regarding the floor space needed. Additionally, areas for storing raw materials, intermediate reaction tanks, and finished products are required; these areas have distinct safety distance requirements, and even some of the equipment itself needs to meet certain safety distances. 3. Each individual building has different fire safety and environmental protection requirements; these cannot all be addressed within one industrial park. In fact, each building needs to have its own fire water tanks, pump rooms, and environmental treatment facilities. .......There are many unforeseen issues; there are also conflicts between building codes and petrochemical industry regulations, and in general design, the higher standard is adopted rather than the lower one. In any case, it is better to divide the plots according to the actual types of companies that will use them, so that relevant requirements can be met as much as possible during future inspections related to safety, environmental protection, fire prevention, etc.
