Integrated manual and automatic control

Currently, some clients require manual valves to be installed in front of all automatic valves, not for replacing them in case of problems with the automatic valves, but to verify the manual operation process. I recommend that the owners add a manual bypass, which will not only meet their current process requirements but also allow for manual operation in cases where the automatic system fails to function. The owner agrees to do this, but will not cover any additional costs resulting therefrom. How should this proceed?
The control valve should have manual valves at the front, back, and on the sides
