Seeking help with pipeline pressure testing issues

As shown in the diagram, the design pressure for the mcl 9203 pipeline is 0.18 MPa. The data sheet specifies that the required water pressure is 0.27 MPa, while the airtightness leakage pressure is also 0.18 MPa. What should be the water pressure during the hydrostatic test for such a pipeline? Does the standard require that the water pressure during the test be no less than 0.8 MPa? What is then the appropriate value? Please help! !

Generally, water is used for pressure resistance tests; compressing gases requires too much energy and is costly, unless it’s for certain special pipelines and reactors. The airtightness test usually involves gradually increasing the pressure and then maintaining it at that level; generally, reaching the operating pressure is sufficient. The pressure resistance test for pipelines is generally 1.5 times, then 1 time, and then 0.8 times.
Yes, the data sheet also specifies a water pressure requirement, but the client said air pressure will suffice. Another question of mine is: for the water pressure test, is 0.27 MPa sufficient? Does it need to reach 0.27 MPa or 0.8 MPa? Is 0.27 MPa too low?
