Is it necessary to use compressed air for purging the steam pipeline in the reactor jacket?

The owner sent those components from the process package – the steam inlet pipe and the circulating water outlet pipe for the jacket – but no compressed air was used for purging. I haven’t encountered this situation before; I asked a colleague and he said it’s acceptable, but there’s no evidence to support that. Has anyone else run into this? Is it okay in this case?
Steam and circulating water are both forms of water, so there’s no major issue. It’s sufficient to install a bypass for the steam trap; otherwise, when switching to heating mode, the steam trap won’t have enough time to drain the water
What is the purpose of using compressed air for purging on the steam line of the jacket, as well as on the outlet pipe of the circulating water? The reactor we encountered did not have compressed air for purging.
