Problem with the two nozzles of liquid ammonia cylinder 800L

The picture above is an 800L liquid ammonia cylinder. Generally, there are two nozzles, one is the liquid ammonia discharge port? Could the other one be the gas phase feed balance port? I only need ammonia gas now, can I just use the gas phase port to discharge the material? I don't know if there is anything wrong with my understanding. In addition, are there no safety facilities such as pressure gauges and safety valves on this cylinder?
O1 is the gas phase port and O2 is the liquid phase port. This liquid level is a bit exaggerated, it won't actually be this high. If there is no pressure gauge, some bottle valves have built-in pressure relief devices and some prohibit pressure relief devices.
