Is it illegal to drill a deep well in a chemical plant to pump groundwater into a circulation tank, so that wastewater is not discharged underground through the well but is used only in the circulation tank? If I want to drill a well, what procedures are required?

The Water Resources Bureau submits an application, and once it is approved, water use is limited to specified amounts; a tax is paid based on the flow rate (note that it is a tax).
According to the Water Law of the People’s Republic of China: Article 69 Whoever commits any of the following acts shall be ordered by the water administrative department at or above the county level or the river basin management agency, in accordance with their authority, to cease such illegal activities and to take remedial measures within a specified time limit; in addition, a fine of not less than 20,000 yuan but not more than 100,000 yuan shall be imposed； In serious cases, their water withdrawal permits shall be revoked: (1) Extracting water without approval ； (II) Water is drawn not in accordance with the conditions specified in the approved water withdrawal permit.
In the north, many private enterprises and individuals drill wells privately in factories or on their premises, which has even given rise to illegal industries such as \"well-drilling teams\".
