Do hazardous waste items fall under the category of hazardous chemicals in the \"Catalogue of Hazardous Chemicals\" (2015 edition)?

These two belong to different evaluation systems. To take an extreme example, pure hydrogen cyanide is a hazardous chemical, but it is considered a substance used in the manufacturing process; it is not released outside the system and therefore does not fall under the category of hazardous waste.

Hazardous solid waste, commonly referred to as hazardous waste, refers to waste that is included in the **List of Hazardous Waste** or that is identified as having the characteristics of hazardous waste in accordance with the established criteria and methods for determining hazardous waste. Hazard characteristics refer to corrosivity, acute toxicity, leachability, reactivity, infectivity, nuclear radioactivity, etc. Hazardous waste must be handled and disposed of safely and properly, as it can cause serious damage to the environment and even to human health. In accordance with **and local environmental protection laws and regulations, entities that generate hazardous waste must carry out centralized treatment of such waste, assign dedicated personnel to handle its collection and management. Special containers must be used for storing the hazardous waste pending its disposal, and it must be handed over to qualified entities responsible for its collection, transportation, treatment, and disposal. The term \"hazardous waste\" is an environmental protection term; it cannot be equated with hazardous chemicals. Hazardous waste may be a certain type of contaminated hazardous chemical, or a combination of various hazardous chemicals, or it may not even belong to the category of hazardous chemicals – for example, used activated carbon, discarded medical gloves, and so on.

Hazardous chemicals listed in the Catalogue of Hazardous Chemicals are specific chemical products, whereas hazardous waste is waste generated as a result of physical or chemical reactions, and it falls well beyond the scope of hazardous chemicals.

The classification and definition of hazardous waste are governed by Order No. 39 of the Ministry of Environmental Protection, as well as relevant standards such as the **List of Hazardous Wastes** and the **Classification Catalogue for Medical Waste**. The appropriate waste categories (HW01–HW50) and waste codes (eight digits, for example, 900-401-06) are determined based on the industry source of the specific hazardous waste and its hazardous characteristics. Article 4 thereof stipulates that chemicals listed in the Catalogue of Hazardous Chemicals become hazardous waste upon disposal.
