Should the supporting facilities within the accident emergency facility site (including the substation, foam station, and fire pump room) be considered as category I, plant-wide critical facilities? By definition, there are usually not many staff members in the building, and a fire will not result in \"severe casualties\"; can this situation be classified as category two?
Although supporting facilities such as substation rooms, foam stations, and fire pump rooms play a crucial role in emergency situations, whether they are classified as category one critical plant facilities may vary depending on specific standards and regulations. In some cases, these facilities may be considered as Category II plant-wide critical facilities, as they primarily affect production safety rather than directly causing significant casualties. However, in other cases, especially in petrochemical plants with extremely high safety requirements, these facilities may also be considered as Category 1 plant-wide critical facilities, as they are directly related to rescue and emergency response efforts in case of emergencies.
