New developments at Shenghong: Launch of the new materials pilot production base. On the morning of December 5, 2024, the inauguration ceremony for the new materials pilot production base in the East-West-South region cooperation demonstration zone was held at the Shenghong Petrochemical Industrial Park, which is part of the Lianyungang Petrochemical Industry Base. Once completed, it will be operated jointly by Shenghong Petrochemical Industry Group and the Xuwei New Area Management Committee; this \"government + leading enterprise\" cooperation model is the first of its kind in China. New Materials Pilot Production Base: The New Materials Pilot Production Base project, which is set to begin construction now, has a planned total investment of 1.31 billion yuan. It covers an area of 335.6 mu, with a total construction area of 213,000 square meters, making its scale among the largest in the country. Once completed, it will be operated jointly by Shenghong Petrochemical Industry Group and the Xuwei New Area Management Committee; this \"government + leading enterprise\" cooperation model is the first of its kind in China. Leveraging the mature industrial infrastructure and advantages of concentration in the petrochemical industry base in Lianyungang, this project aims to promote the integration of oil refining and processing, as well as the development of downstream industries such as the production of advanced chemical materials, high-end specialty chemicals, and special fine chemicals. It focuses on high-tech fields such as advanced olefin materials, functional polymer materials, electronic chemicals, battery materials, and new energy materials. By building upon the chemical industry chain, it seeks to enhance the innovation chain and extend the value chain. It provides an integrated, open-scale pilot testing service for enterprises, universities, and research institutions, capable of accommodating 20 chemical pilot projects at once. Once operational, it will help address the key technical challenges in the chemical industry. It is understood that the pilot production base for new materials will be constructed in three phases, featuring five specialized incubation areas and one new material processing area. It will provide public services and comprehensive solutions such as pilot production platforms, process innovation, equipment validation, and testing, thereby creating specialized environments for pilot tests. This will facilitate technological advancement and improvement, enhance the efficiency of translating new technologies, products, and models into practical applications, and enable the early adoption of independently developed technologies in key fields. Once the pilot plant is completed in 2027, it is expected to serve as a model for pilot-scale transformation service platforms for new chemical materials across the province, providing strong support for the transformation, upgrading, and high-quality development of the chemical industry in Jiangsu and even the East China region.
