On December 31, 2024, the \"new technology for producing 1,2-dichloroethane from ethylene glycol\", which possesses independent intellectual property rights and was developed by Academician Liu Zhongmin’s team at the Low-Carbon Catalysis and Engineering Research Center of Dalian Institute of Chemical Physics (DNL1200 group) in collaboration with China Shenhua Coal-to-Oil Chemical Co., Ltd., passed the evaluation of scientific and technological achievements organized by the China Petroleum and Chemical Industry Federation. The evaluation meeting will be chaired by Wang Xiujiang, deputy director of the Department of Science, Technology and Equipment of the China Petroleum and Chemical Industry Federation. Academician He Mingyuan from East China Normal University will serve as the chairman of the Scientific and Technological Achievements Evaluation Committee. Academician Xie Kechang, former vice president of the Chinese Academy of Engineering, and Academician Duan Xue from Beijing University of Chemical Technology will act as deputy chairmen of the committee. Twelve experts, including Academician Bao Xinhe from the University of Science and Technology of China, Academician Zhang Tao, former vice president of the Chinese Academy of Sciences, Academician Xu Chunming from China University of Petroleum (Beijing), Academician Gao Xiaohou from CNPC Lanzhou Petrochemical Company, and Academician Sun Lili from Sinopec Engineering Co., Ltd., will serve as committee members. Li Xianfeng, the deputy director of my unit, along with relevant personnel from the research and functional departments, attended the meeting. At the meeting, Researcher Xu Yunpeng from my institute presented a work report and a pilot-scale study report titled “New Technologies for the Production of 1,2-Dichloroethane from Ethylene Glycol”. He discussed the background and significance of the project, the research objectives and approaches, the investigation of catalysts and reaction processes, the pilot-scale tests on a thousand-ton scale, the innovative aspects of the technology, and an analysis of its application prospects. Associate Researcher Yuan Danhua presented a report on “Catalysts and Reaction Processes”. Liang Longhu, former deputy chief engineer of Sinopec Luoyang Petrochemical Engineering Company, gave a report on the results of the on-site assessment. The experts from the evaluation committee carefully reviewed the relevant evaluation materials and novelty search reports, and held in-depth discussions with the R&D team on technical issues and the prospects for technology application. Finally, the experts on the evaluation committee unanimously agreed that this achievement is highly innovative, with a technical approach that is unique at the international level. They agreed to approve it and recommended accelerating the industrial demonstration and widespread application of this technology. The team developed a new technical route for producing 1,2-dichloroethane from ethylene glycol ; A highly active and selective catalyst for the chlorination of ethylene glycol to produce 1,2-dichloroethane was developed, along with a new reaction process accordingly. A specialized reactor was designed, and a pilot-scale production facility capable of manufacturing 1,000 tons of 1,2-dichloroethane from ethylene glycol was built ; A pilot-scale test on the production of 1,2-dichloroethane from ethylene glycol on a kiloton scale was completed, laying a technical foundation for the design of industrial production facilities. This achievement enables the conversion of ethylene glycol into raw materials for PVC production, opening up new avenues for the improvement and upgrading of China’s traditional coal chemical industry, and it holds broad application prospects.
