The “Ultra-low Emission Technology for Stable Combustion in Small-Scale Domestic Waste Incineration Systems” developed by our institute has passed the evaluation of scientific and technological achievements. On January 25th, the team led by researchers Zhang Haijun and Chen Jiping from our Institute’s Environmental Ecology Evaluation and Analysis Research Group (Group 103), in collaboration with Beijing Zhongke Qingfeng Technology Co., Ltd., developed this technology featuring independent intellectual property rights; it successfully passed the evaluation of scientific and technological achievements organized by the China Environmental Protection Federation. The evaluation committee is composed of 9 experts, with Academician Jiang Guibin from the Research Center for Eco-Environment of the Chinese Academy of Sciences serving as the chairperson of the committee, and Professor Liu Jianguo from Tsinghua University serving as the vice-chairperson. Wang Tonghai, Deputy Secretary-General of the China Environmental Protection Federation, and Zhao Hui, Chairman of China Power Engineering Corporation, delivered speeches respectively. The meeting was held at the China Electric Engineering Building in Beijing. At the meeting, Zhang Haijun delivered a presentation titled “Ultra-low Emission Technologies for Stable Combustion in Small-scale Domestic Waste Incineration Systems,” in which he provided a detailed overview of the research background, technical outcomes, innovative aspects, technological advancement, intellectual property status, maturity level of the technology, and its application prospects. The evaluation committee reviewed the relevant evaluation materials and held in-depth discussions with the entities responsible for delivering the outcomes. Finally, the experts on the evaluation committee unanimously agreed that this technology has reached an internationally advanced level and approved its evaluation as a scientific and technological achievement. The teams led by Zhang Haijun and Chen Jiping, in collaboration with Beijing Zhongke Qingfeng Technology Co., Ltd., have developed stable and efficient combustion technologies for compact mechanical grate-type incinerators used for household waste, as well as technologies for coordinated reduction of multiple pollutants at the source. By combining a mechanical grate with a high heat storage secondary combustion chamber, the collaborative team ensures the stable and complete combustion of municipal waste ; A high-temperature flue gas purification reactor system was developed to sequentially remove sulfur dioxide (SO2) and hydrogen chloride (HCl), thereby jointly suppressing the formation of dioxins ; By extending the denitration reaction time and optimizing the denitration reagents, the efficiency of selective non-catalytic reduction (SNCR) denitration is improved, thereby ensuring that nitrogen oxide (NOx) emissions remain consistently below 50 mg/Nm3. This technology has been implemented at the waste incineration plant in Changning County, Baoshan City, Yunnan Province (with a processing capacity of 120 t/d). It has been in operation for one year now, achieving stable and compliant emissions of pollutants such as SO2, NOx, carbon monoxide (CO), and dioxins. This technology shortens the flue gas purification process, reduces capital investment and environmental protection operation costs, and provides a viable technical approach and engineering model to address the two major technical challenges of \"unstable operation\" and \"difficulty in meeting emission standards\" in small-scale domestic waste incineration facilities, offering favorable environmental, social, and economic benefits.
