Guangxi: Building a modern coastal coal chemical industry base and promoting the establishment of a Guangxi Petrochemical Research Institute. Recently, the \"Action Plan for Strengthening and Expanding Key Competitive Industries in Guangxi’s Manufacturing Sector\" was officially released, aiming to create one new industry worth 500 billion yuan and another worth 400 billion yuan by the end of 2027. 　　According to the plan, Guangxi will focus on strengthening and upgrading its competitive industrial chains in areas such as mechanical equipment, automobiles and new energy vehicles, high-end green home products, light industry and textiles, as well as resource recycling. It will also work to extend and expand traditional industrial chains related to sugar, aluminum, steel, non-ferrous metals, and petrochemicals. Additionally, efforts will be made to develop strategic emerging industrial chains in fields such as artificial intelligence and next-generation information technology, new energy and energy storage, biomedicine, new materials, and deep-sea and aerospace technologies. 　　In terms of extending and expanding the petrochemical industry chain, Guangxi will consolidate and develop industries based on basic raw materials such as \"three olefins and three phenols\" (ethylene, propylene, butadiene; benzene, toluene, xylene), synthetic ammonia, caustic soda, and soda ash. Building on the existing foundation of the petroleum and chemical industry as well as modern coal chemical industry, efforts will be made to accelerate the development of new chemical materials such as high-end polyolefins, engineering plastics, functional membrane materials, and polyurethanes. The development of fine chemicals such as papermaking chemicals, forest-based chemicals, and bio-aeronautical kerosene will also be pursued. Plans are in place to develop p-xylene (PX) projects and to establish modern coal chemical bases along the coast. Promote the establishment of the Guangxi Petrochemical Research Institute, and support Qinzhou City in building a **Petrochemical Industry Technology Innovation Center. 　　In terms of building and strengthening the new material industry chain, Guangxi will focus on areas such as advanced structural materials and new functional materials. It will prioritize the development of high-performance fiber materials represented by basalt fibers, special ceramic fibers, alumina fibers, and polyimide fibers; new specialized electronic materials represented by new display materials, advanced semiconductor materials, and electronic specialty gases; and biomedical materials represented by medical alloy materials, medical coating materials, and medical resin materials. Make forward-looking investments in cutting-edge new materials such as superconducting materials, negative expansion alloy materials, perovskite materials, metal-organic hydrides, advanced optical crystal materials, and liquid metals. 　　The plan proposes to focus on traditional industries such as petrochemicals and chemicals, and to develop an industry expansion roadmap ； Establish more than 5 autonomous region-level laboratories, over 10 technology innovation centers in various fields, and more than 10 manufacturing innovation centers; strive to create a number of innovation platforms at the ** level as well as at the provincial and ministerial levels ； Establish four lists: a list of supporting needs for leading enterprises, a list of product offerings from collaborative enterprises, a list of key technological challenges to be addressed by the cluster, and a list of open cooperation initiatives for the cluster. 　　To strengthen organizational support, Guangxi has established a \"chain leader + chain master\" working mechanism; for key industrial chains, it designates a responsible leader, forms a dedicated task force, develops an action plan, sets up an industrial fund, and identifies a group of leading enterprises in those chains.
