【2026 Daily Overview】 China National Petroleum Corporation’s Dalian Petrochemical Xizhongdao Integrated Refining and Chemical Processing Project with Direct Connection to Green Electricity (Tender Launch)

📋 Project Overview: On May 18, an open tender was issued for the preparation of the feasibility study report on the direct connection project for green electricity. The project is of the grid-connected type; it involves the construction of wind power plants, photovoltaic power plants, energy storage facilities, transmission lines, and related supporting infrastructure. The sites for these facilities will be located within a radius of 30 kilometers from the integrated refining and chemical processing project, with the green electricity being directly connected to the plant’s 220/66 kV main substation. The total investment in the core supporting projects is 68.5 billion yuan, covering the construction of a refinery with an annual capacity of 10 million tons, an ethylene plant with an annual capacity of 1.2 million tons, as well as downstream facilities.

🏆 Current official status: Feasibility study tendering underway 📈 Latest progress update: This project is the first large-scale example of a petrochemical enterprise being relocated and rebuilt in China, with construction scheduled to begin in 2026.

Direct connection to green electricity will significantly reduce the carbon emission intensity of refining and petrochemical projects, in line with the development strategy of \"differentiation, high-end development, and uniqueness.\" This approach will help Dalian build an international-standard green petrochemical industry base, as well as China’s first green, low-carbon, and efficient new type of refining and petrochemical facility.

Demand for procurement of wind power generation equipment, photovoltaic modules, and energy storage systems is increasing； EPC general contracting opportunities for power transmission and transformation projects ； There is great potential for cooperation with green electricity operation service providers ； The demand for supporting chemical processing equipment (PP, FDPE, LDPE, POE, CHPPO units) is clear.

📋 Project overview: Equipment procurement for Taiyuan Jingkong Energy Technology’s 500MW/1000MWh new energy storage project, and equipment procurement for the lithium iron phosphate battery energy storage system for Jishan County Yuanjing Energy Technology’s 300MW/600MWh energy storage project; together, these two projects amount to 800MW/1600MWh. The scope of the tender includes battery conversion systems, medium-voltage box-type substations, energy management systems, etc.

Shanxi Province is accelerating the development of new types of energy storage, establishing a coordinated regulation system that combines pumped storage with these new energy storage solutions, in order to support the integration of renewable energy sources and meet the needs of grid load balancing, thereby contributing to the construction of a new type of power system.

Opportunities are clear for suppliers of key equipment such as lithium iron phosphate batteries, power conversion systems (PCS), battery management systems (BMS), and energy management systems (EMS)； The competition among energy storage system integrators is fierce ； Requirements for liquid cooling temperature control systems have been identified.

📋 Project Overview: The project uses the HPPO method (direct oxidation with hydrogen peroxide) to produce propylene oxide. Phase 1 involves the construction of a propylene oxide production facility with an annual capacity of 300,000 tons, along with the necessary hydrogen peroxide production facilities. In May, the project entered its final phase of completion; the 110KV main substation was successfully powered up on the first attempt, and the air separation unit was brought online successfully.
