Some questions about Siemens 200 set command S

During programming, I noticed that sometimes the set command S is not executed, while the MOV command is executed. Why is that? Program snippet: LDW= Step: VW0, 5 S Start: V5.0, 1 MOVW 1, Step: VW0
By step 5, it directly becomes step 1; the S instruction is skipped, and the program has been checked to confirm that it’s not affected by subsequent programs
