GE PLC 9070: There are constant problems with redundant switching

Recently, the GE PLC has been switching controllers on its own. Whenever a backup CPU is switched in, it prevents the operators at the INTOUCH console from entering control data (such as adjusting valve openings). Where can I check this issue? Is there anyone who knows how to deal with it? Seeking advice
