Is the instrument signal shielding ground not considered a working ground?

The recent draft of the \"SH3081 Specifications for Grounding of Petrochemical Instrumentation\" states that the shielding ground for instrument signals is not considered part of the working ground. Does anyone know about the latest international standards in this regard?
Work grounding and shielding grounding are different from each other, so the requirements for natural grounding will also vary.
The original specification considered shield grounding to be a type of working ground; I’m wondering if anyone has the latest interpretation of the specifications?
