Are there any standardized mandatory requirements regarding the automatic control of hazardous chemicals that are under strict supervision? If so, which standards apply? I have a renovation project involving an underground tank used for storing ethyl acetate. Previously, a on-site level gauge was in use; now it’s planned to replace it with a SIS level gauge along with interlocks. The tank doesn’t have any temperature gauge ports, so I wonder whether a temperature gauge is necessary. Personally, I think it’s not essential for an underground tank, but it would be better to find some regulatory guidelines to back this up, as that would make the argument more convincing
If it does not constitute a major hazard source, there is no mandatory requirement; if it does constitute a major hazard source, refer to Order No. 40 of the General Administration

(15) Enterprises shall, on the basis of assessment, formulate management plans for safety instrumented systems and regular inspection and testing plans. For safety instrument functions that do not meet the requirements, relevant maintenance plans and remediation plans must be developed, with the assessment and improvement of the safety instrument system to be completed by the end of 2019. Other chemical processing units and hazardous chemical storage facilities shall be implemented in accordance with the requirements of these guidelines. That’s the trend in the industry these days. They go SIS at the slightest disagreement. But it did not analyze the reasons, basis, and necessity. It’s just an individual who understands and implements things based on the literal wording of the rules. It often leads to excess or inconsistency.
