Since it involves the fact that cabinet rooms must not be located in the same building as Class A and B production facilities, some argue that cabinets used in workshops, which are not occupied on a regular basis, do not qualify as cabinet rooms. Is this correct? Thank you!

This standard specifies that whether a building needs to be considered for blast resistance depends primarily on whether it is located in an area at risk of explosions and whether there are people staying in the building on a long-term basis. The central control room is generally located away from the equipment area, and whether it needs to be blast-resistant should be determined based on an explosion risk assessment. Buildings such as the control room in the plant area and the manned cabinet rooms are important facilities; they are also areas where people gather. Moreover, they are located relatively close to equipment that poses a fire risk. To prevent damage to these buildings in the event of fires, explosions, or other accidents in the plant area, it is specified that they should be designed to be explosion-resistant. The central control room should determine whether blast-resistant design is required based on the explosion risk assessment. Control rooms and manned cabinet rooms located in the plant area should be designed to be blast-resistant; such blast-resistant design shall be carried out in accordance with the current standard \"Code for Blast Resistance Design of Control Rooms in Petrochemical Industries\" GB50779
