Issue with setting process alarm values: whether they should fall within the process parameters or outside them; if outside, what value is appropriate?

If alarms or interlocks are set up accordingly, substandard products will not be fed into the subsequent systems, thus preventing contamination of the system. The adjustment control within the specified range is now normal. Is it still meaningful to have alarm interlocks set up separately? I don’t understand. An outsider's opinion, for reference only.
There are two views now: one is what you said； The second view is that the normal range of process parameters corresponds to normal operating conditions, while high readings and extremely high readings indicate abnormal conditions; no alarms or interlocks should be triggered under normal conditions, but alarms and interlocks are necessary in abnormal conditions.
