Notice from the Ministry of Emergency Management on Issuing the “Guidelines for Identifying and Addressing Safety Risks in Chemical Parks (Trial)” and the “Guidelines for Identifying and Addressing Safety Risks and Hazards in Hazardous Chemicals Enterprises” – Emergency [2019] No. 78 To the emergency management departments (bureaus) of all provinces, autonomous regions, and municipalities directly under the Central Government, the Emergency Management Bureau of the Xinjiang Production and Construction Corps, and relevant central state-owned enterprises: In order to thoroughly implement the decisions and arrangements made by the **** and the State Council regarding the safe production of hazardous chemicals, to draw lessons from the particularly serious explosion accident that occurred in Xiangshui, Jiangsu on March 21, to conduct a thorough assessment of safety risks in chemical parks and hazardous chemicals enterprises, to improve the level of safety management in these areas, to effectively prevent serious accidents involving hazardous chemicals, and to protect the lives and property of the people, the Ministry of Emergency Management has formulated the “Guidelines for Identifying and Addressing Safety Risks in Chemical Parks (Trial)” and the “Guidelines for Identifying and Addressing Safety Risks and Hazards in Hazardous Chemicals Enterprises” (hereinafter referred to as the two guidelines). These guidelines are now issued to you; please ensure their proper implementation. The following requirements are put forward: First, emergency management departments at all levels and relevant central state-owned enterprises should focus on practical results, and use various methods such as centralized training and expert lectures to carry out comprehensive publicity and education efforts. This will help chemical parks and hazardous chemicals enterprises fully understand the relevant requirements and conduct more accurate assessments of safety risks related to hazardous chemicals. II. All chemical industrial parks and hazardous chemicals enterprises should take the initiative to study and conduct thorough research; in line with the requirements of the two guidelines, they should improve their systems for identifying and addressing safety risks, assume full responsibility for such identification and mitigation efforts, and establish long-term mechanisms for detecting safety risks ； Focusing on preventing and mitigating major safety risks associated with hazardous chemicals, it is necessary to continuously improve safety protection capabilities and standards in order to resolutely curb severe accidents. III. Emergency management departments at all levels must continuously monitor, promptly collect data on, accurately understand, and thoroughly analyze the situation regarding the identification and mitigation of safety risks in chemical industrial parks and hazardous chemicals enterprises within their jurisdictions. In accordance with the principles of \"one strategy per park\" and \"one strategy per enterprise\", they should take targeted measures to promptly identify and address potential accident hazards, and firmly control major safety risks. For chemical industrial parks classified as Category A in terms of safety risk level, it is principleually not allowed to initiate new, modify, or expand projects involving hazardous chemicals; such parks are required to make improvements within a specified time frame in order to effectively reduce safety risks ； For chemical industrial parks with a safety risk level of B, a comprehensive assessment is required, taking into account factors such as the scale of the enterprises, socially acceptable levels of risk, and safety distances; in principle, new, modified, or expanded projects involving hazardous chemicals should be restricted ； For hazardous chemicals enterprises that pose serious accident risks and for which it is difficult to make corrections in the short term, supervision should be imposed, and they should be ordered to suspend operations for rectification in accordance with the law; if they still fail to meet the safety production requirements after such rectification, their safety production licenses shall be revoked in accordance with the law.
